This is what happens when I deactivate the right wheel and do the left instead or both.

Notice a difference?
It’s not a bug. I think.
The right wheel you have the torque from the wheel, but the mass is at the back to prevent any problems.
But the left wheel as the torque naturally pulls it upward

If it flips when you try to move with both wheels activated, try moving the weight closer to the ground, between the wheels, or use the small wheels, which move slower or put the wheels father apart. That should help stop it from poppin' wheelies.

Try making your Rover wider, and put weight on the extremes, instead of the center. This will lower your Center of Gravity and will allow you to gain more speed without flipping around
