Can you have negative gravity?

Are you able to make the mass or gravity of a planet negative somehow? By this I mean that the planet repels a rocket. If so, can you make an artificial ocean by having super tiny "planets" or something inside the earth with a super blue atmosphere that can repel rockets, simulating buoyancy?

You could try by defining a planet and setting the gravity to a negative number, but this would most likely break the game. Basic astrodynamics calculation often imply square roots, and you know they don't go well with negative numbers.
In practice that means they should also have a SOI, that would look weird in practice.
