At time of writing, Modding is only possible for PC and Android systems. The latest version is SFS 1.35 for PC and SFS 1.31 for Android.

Firstly, make sure you have downloaded the Base game of SFS. You can find the download links in the Information and Downloads channel on Discord

Code Mods:
Most code Mods use SFS ModLoader so we will show how to use that here.
1. Go to the "Managed" folder in the Base game files. It should be in the directory "[Your folder path]\SFS1.35\SFS1.35_Data\Managed
2. Download the newest version of ModLoader from here. Download the "Assembly-CSharp.dll" file.
3. Replace the "Assembly-CSharp.dll" file you just downloaded with the file by the same name in the "Managed" Folder
4. Go back to the directory "[Your folder path]\SFS1.35" and start SFS by opening the "SFS1.35.exe" file. This will create some new folders.
5. Go to the directory "[Your folder path]\SFS1.35\SFS1.35_Data\SFSML\Mods". The two folders here is where you will put the Mods you download. When you download the Mods they should tell you which folder to put the Mod in, "normal" or "priority". If in doubt put it in "priority".
6. Go to the Mod-Downloads channel on this forum and download any mods that you like and put them in the correct folder.
7. Start the game again and the Mod will now load and will be playable.

Texture Mods:
There is two ways to get Texture Mods in your game, by using TextureLoader or by Replacing the Asset Files.
When you download the Texture Mod files from the Mod-Download channel on this forum they should tell you which method you will need to use.
In general if the files end in ".assets" then use the Replacing the Asset Files method. If the file ends with ".png" then use the TextureLoader method.

TextureLoader Method:
More than one Texture can be loaded with this method.
1. Use the steps above to in "Code Mods" to download and install the TextureLoader (In the Mod-Downloads channel in this forum).
2. Launch the game once after installing the Mod and close the game again.
3. Now go to the directory "[Your folder path]/SFS1.35_Data/SFSML/Data/TexturesLoader"
4. Put your .PNG files in this folder and launch the game again to see the Texture selector in the Build screen.
5. Enjoy : )

Replacing the Asset Files Method:
1. Download the Texture Files from the Mod-Downloads channel in this forum
2. Copy and Replace the files in the directory "[Your folder path]\SFS1.35\SFS1.35_Data" with the downloaded files
3. Launch SFS and the textures should now be changed.

If you have any questions let me know below.

Android ModLoader is only for SFS verion 1.31 and can be downloaded here.

You will have to go into your files and find the path: Internal Storage/Android/data /com.StefMorojna.SpaceflightSimulator/files/SFML/Mods/

It doesn't work for me. No new files were created and it crashed (lucky for me I kept the old file just in case).

That's completely outdated, this post is from 2018. Modding is not possible anymore on Android, it's only available for the Steam PC version.
