Soon we will have 1.4 for PC,so I recomend you just wait for it.
How to fix the bug?No idea,maybe your game folder don't have an archive. @JMteam09 (Jordi vd Molen) may know.

Maybe you have Windows 32 bit, you installed game for Windows 64 bit or contrarivise. Try reinstall game.
