Am i the only one whos bothered by how if we turn one RCS thruster on all other RCS thrusters on a build also turn on?

That's the intended function, RCS are all used in conjunction for altitude control.
If you were thoughtful about your RCS placement then it's an efficient way of doing it.

I'm talking about having small craft in rockets or space stations that i don't want to keep refueling because that RCS can't be turned off

That's an implementation issue, how do you define "craft RCS" and "space station RCS"?
If you had to select all the RCS that you wanted to turn on, that would break the game for lots of people.
The easiest solution is to limit the amount of RCS on stations
