In addition, the external tank is too big...

What you want in a STS type of shuttle:
  • The orbiter should have a payload bay.
  • The orbiter engines should burn from the launchpad to orbit, with some fuel left over for de-orbiting (and a powered landing, but that's optional).
  • The external tank should be as small as it can be, while having enough power to lift-off and assist the orbiter part of the way to orbit.
