That's the staging tab; you'll use it to deploy or 'activate' interactable parts outside the buildscreen.
To deploy parts, set the parts first in build mode using the staging tab. Click launch and then click the same staging tab below the trust slider. You could click the groups individually, then hit '▶' to activate them.
There's also a way to deploy parts without opening the staging tab outside the buildscreen. Set up parts you want to deploy, then arrange the order by holding and drag the groups in desired order. Lastly, Launch your rocket, click the '▶' button below the thrust slider (not opening the tab), and it'll deploy things in the order you already set.
