SFS atmosphere is 1/3 scale of real life. If you work it out, the highest that your 747 should go is 5000m.

Or make a better shuttle for it to carry.
Or make a unique special rocket plane that can go higher.
747s unfortunately just cannot go above 5000m in SFS before the air ought to be too thin.
A 747 in SFS at 15km is like 45km in real life, that's much higher than the fastest pure turbojet has ever gone. And it's 3x higher than a 747 can go.
