You can make fairings that are "collisionless", but this requires the parts expansion and bp-editing.

Make the width of the fairing half extremely large <400. Shrink the fairing's size using the x orientation coordinate until the desired size is reached. Shrink the fairing's height to below 1m. Use the y orientation coordinate to make the fairing taller until desired. Done!
