Tho you don't need a 700t rocket with a stretched Titan on the first stage and a regular Titan on the second stage to get a 21t sat to LEO.

The rocket is waaaay to over engineered. Also, stretched engines are considered cheats here. Anyway, I made a better rocket for it.

Made it to lunar orbit with some fuel to spare.

Yeah, this is better. I mean, usually if you have a small payload you also want a small rocket.
