Yeah, planet files contain data on 2 different 'mediums'. Ground and atmosphere.
Some places, like Earth have both. Places like the moon, mercury etc have just ground.
The sun and the gas giants just have atmosphere. You'll keep falling until you hit centre and then stay there.

You would love to know that gas bodies Actually have a surface, only that the craft pierces through it like a ghost, I think that's more a bug than a "in-game feature" to make gas bodies.
