Stef has locked the base code down post 1.5 so it can't be modded or added to. It's not been 100% successful as there seems to be cracked versions around still, but he's trying tk

I don't know why Stef doesn't allows modding. There are 1000 ways to mod a game (especially visual textures) without making the creator lose money. Hell, all games allow some modding.
