Ok, I did it. It's doable, but you'd better have a good trajectory to avoid wasting fuel.
I used that ship:
It's under 1.4, but it's not very different.
Then landing is easy. On Venus, a parachute is enough to make the difference between landing and crashing.

To be honest I've been surprised by your hint that told not to go into orbit. That's what I did and I had some fuel left. I tried not going into orbit then. It worked but it consumed more fuel in the end (only a little more though).
