So i thought of something about launching fuel tanks to orbit then docking with them for the voyager mission. But can the fuel tanks be above 250t?

Strictly speaking we wouldn't forbid refueling, but then you have to account for the rocket that launched the refuel unit into the 250 tons limit. I don't advise it personally.
