I've noticed even in a vacuum with torque disabled and no SAS, a spinning object will slow down. Is this unavoidable or a setting? Or is something going on with my specific game?

I didn't check back but I believe that for me a spinning object didn't stop spinning in the absence of torque, external forces or if SAS is disabled. Typically if an object had its probe destroyed after a collision, it keeps spinning. This is not the case for you?

No, they slow down really fast.

I did this myself.
I spun up an Apollo CSM fyi

I used the RCS and torque of the service module to spin it up. Then I disable RCS and torque. I also did not timewarp at all. After 5 minutes of real time the CSM had stopped rotating.

The fact that it took two seconds to loose all of that angular velocity.
