Does the third stage have moar engines than the second stage?:p

You'll go FURTHER if you only put 1 valient engine on.:) The extra engines cripple your deltaV, in other words your "range".

Removing those excessive number of engines will increase the delta v. To decrease the thrust use the thrust bar. And I don't think you need those many on second stage. Either make a shuttle type launcher or just a simple 3 stage rocket, cause I don't think it's stable.
If you want to make a completely reusable 2nd stage you need ports, landing gears and also minimum 11% fuel for suicide burn.
And also only 2 RCS are enough for each stage

I know that the least you could land is with 6% but I would recommend 10 -15%. In this you could land comfortably.
What would you recommend?
Well, that depends. A pure suicide burn, I can do with about 1-2% of fuel. First stage, 8% would get me a post max Q separation RTB back to the pad, a controlled precision landing and a hover with a percent or 2 of fuel to spare.
I've been in stable LEO with 6% and made it to the pad.
