Why don't you add a smaller plane type SSTO as a payload to it And then use it to reach till Pluto.

Even if you have Atmos still there's no difference other than drag. It would just act like a rocket. I just recommend something like shuttle with no payload. As he can take huge payload he could even return from Pluto.

The p version has a single tank
Whereas the l version has 5 tanks

I would give 7.5 - 8, afterall the game is all about creativity. I would recommend things like smaller modules connected to one bigger module, a tower with a radar dish, a garage made with fairing to keep your vehicle's, one extra rocket for emergency takeoff and a bigger landing pad, etc
Add different things rather than adding a single thing multiple times.

That's better,
But be aware of the lag, when there are too many crafts at one place the lag is huge. To avoid that you can create multiple bases at the distance of 5km. A military base, a civil base, a communication base and a launcher-lander base. So you could have many things without lag by having distance between them.
