Between a spin launcher on the moon or a crane which one should I do?

A spin launcher seems like it would be pretty hard to make and as would a crane, but personally I think a spin launcher would be cooler, also is infinite build area allowed for submissions in this lunar base?

Here is a landing pad that has plenty of rcs and landing legs for ease of landing

Ok here it is the rover is a elevator with the solar panels the docking port connects
And has a bunch of clipped probes for torque and the payload is on to of the ramp!
