Ok in a effort to keep peace im sorry but the edit will happen when that happens so if you have at least 3 people in a self sufficent "station" then you have right to claim

SE started as 5. This is the minimum we'll accept as competition to a claim. Also, to be fair, we claimed nothing until we had legitimately established bases on anything cheat-free. We'll do the same for all new planets and moons. Working only with official planets. Rebels can be found anywhere. Claims are neither valid nor necessary. For instance, the band between Mercury and Venus are expected realistically to be riddled with pirates, since PG is on Mercury and battery trade with Earth is heavy. Much to be looted. And rocket fuel is hard to come by in those parts. Unfortunately this also means it is a very debris infested part of space, since pirates tend to just dump spent batteries. Their ships are small, light, hard to detect, easy to drive with long lasting ions. They rarely land. RTGs are sourced from Io. So it is hard for pirates to come by. It is their gold. Heavy and a burden, but very valuable. Mars's SOI is severely fortified. Commander Gekkota is a ruthless protector of his domain. He is respected by friend and foe. Earth is very well protected but in all the activity around it there are exploitable blind spots. The asteroid belt is a haven for pirates. They scoff at batteries. Nuclear power sources have partly mutated them. The dangerous route to Jupiter only drives the cost of RTGs up even more. They rarely leave the Belt. When they do, they are often caught. If caught on Jupiter side, they become slaves. On Mars side they get executed.

Hey i will probably update the map again with the pirate rings. I will probably do a inner ring between venus and mercury and a outer ring between mars and Juipiter

Then we only need pirates to claim their presence there with proof of membership. Also, rebel factions do not need to reveal their position, since it's our job to find them. Neutral factions must state their position. PS. Pirates are not rebels. They're everyone's enemy so they are either battery pirates or nuclear pirates
