James brown made a tutorial explaining the height and speed for parachute deployment. I think he also explained how to modify this parameters. There it is:

You may wonder what and where the the exact parameter is. It's not used for every planet or even for all versions of a specific planet. The parameter is "parachutemultiplier" and it's located in the "atmosphere data" section of the planet data file. Play with the value. The higher the number the higher you can deploy your parachute. 1.4 and 1.5 planet txt file can be mixed together and the one you shown to us is in 1.4 version so you don't have the parachute multiplayer ahh sorry sorry is multiplier
