What makes you think that

Last time we heard any updates on water was early 2022, last time we heard updates on astronauts it was vacation if i remember correctly. He also made it clear water is put off for a while and i think he put more emphasis on astronauts or something.

The fact that almost all the backgroung code for astronauts is already in the game. And the fact that with pc release, the the landing on the moon achievement said land an astronaut.

That's only evidence that he has worked on it
But since it seemed almost ready so long ago, and now still isn't ready, maybe that suggests that he isn't focusing on it now

maybe next update will add both water and astronauts.

All 3 will come in the next few updates. I think it is likely we will see Engine overall, then astronauts, and then in a possible release water/oceans with electricity overall being enough of an overhall to be called 1.6. What I am sure of is that astronauts and engines will be on either the same or sequential updates
