can i use bp editing for the shuttle thing?
also what payload I need to put in the shuttle?
You can use BP editing on the space shuttle and the payload needs to have a mass of at least 10% of the whole rocket. :)

Can I used stacked fuel tanks for the payload or the cargo bay has to be the full size?

Yes, that's the case... currently. Mooncrasher fixed the top height because the grid size evolved on several occasions :)

For the shuttle mission

1: how would I calculate 10% of the payload mass into the shuttles general mass
2: wet or dry mass for payload

You take 10% of the shuttles mass (without the payload or booster.) It can be whatever type of mass that you want. You cannot clip the mass.

I'm pretty sure it's the mass of the whole thing. 10% of the orbiter mass is nothing.
